اشرف، یک مسأله و نگرانی عمده برای جامعه بین المللی است در سطح بین المللی این یک مسأله بسیار مهم است.

ما ۳۳۰۰ ساکن کمپ اشرف را ۳۳۰۰پرونده جداگانه حقوق بشری میدانیم، ۳۳۰۰مرد و زن و چند کودک که حق دارند
بر اساس استاندارهای حقوق بشری بین المللی با آنها برخورد شود

بسیار مهم است که ما همگی راه حلی را بدست آوریم که عاری از خشونت باشد. ملل متحد در اینجا با تمامی منابع خود
و روند کمیساریای عالی پناهندگان آماده ارائه کمک است

مسئولیت تمام عیار دولت عراق است تا یک راهحل صلحآمیز فراهم کند. ساکنین اشرف قصد دارند به کشورهای دیگر بروند
این برعهده کشورهای ثالث است که آنها را در سرزمین خود قبول کنند

این کار وقت میخواهد، این کار فضا میخواهدمن بسیار مایلم که بلافاصله بعد از عید قربان وارد یک پروسه عملی بشوم
وضعیت نه برای ساکنان کمپ اشرف،نه برای دولت عراق، نه برای جامعه بین المللی رضایتبخش نیست، این تماما مسئولیت دولت عراق، حاکمیت عراق است.
این وظیفه من است که از جانب سازمان ملل و از جانب کمیساریای پناهندگی ،پیشنهاد کمک بدهم تا وضعیت به پیش برود

Statement by UNAMI SRSG Martin Kobler to the Iraqi Government on the situation of Camp Ashraf, followed by a press question and answer session

SRSG Martin Kobler:

Thank you very much. First of all I would like to thank you for bringing this meeting about with the members of the international community here in Baghdad. I thank you all the more, because this is a matter of great concern for the international community - how to go about the residents of Camp Ashraf. And, I am very happy we had this meeting today to discuss the practical problems and the way forward.

I express the view of the United Nations in this meeting. I took note of the intention of the Government to close down Camp Ashraf. This is a matter of national sovereignty. It is clear that everybody who lives on the territory of Iraq has to abide to Iraqi laws. On the other hand it is also clear that we all long for a peaceful and durable solution of the problem. It is very important that we find all together a solution which excludes violence and which is based on a voluntary solution. The United Nations is ready to assist here with all its assets and with the UNHCR process.

On the international level it’s a matter of high importance. The Secretary-General of the United Nations himself is involved in contacting Iraqi leaders and international leaders. Right from the beginning after my arrival here I was seized with the matter of Camp Ashraf and was talking to Iraqi leaders on this problem. But it is also clear that it is the overall responsibility of the Government of Iraq to bring about a peaceful solution. If we are asked to contribute we are more than willing to do it. We need the cooperation with the Government of Iraq and we need the cooperation with the Camp Ashraf residents and we need the cooperation of the international community. At the end, Camp Ashraf residents want to go abroad to other countries… to third countries. It is up to the third countries to take them into their countries.

So, there is a number of problems that still need to be solved. This needs time, this needs space. I would be more than willing to enter into a practical process to go ahead immediately after Eid, because the situation as it is is not satisfactory, neither to Camp Ashraf residents nor to the Government, nor to the international community. As it is the overall responsibility of the Government of Iraq, the sovereignty of Iraq. It’s my task to offer assistance from the side of the United Nations, from UNHCR, to go ahead.

سؤال ۱: سؤال رادیو اروپای آزاد – پراگ: بر اساس قانون بینالملل, عراق ملتزم است به عدم تحویل اعضای کمپ اشرف به هر کشوری که جان آنها در خطر باشد. اما تا بحال, پذیرش و یا دعوتی از هیچ کشوری برای آنان نبوده است. اگر ما به پایان سال و مهلت خروج آنان برسیم و چنین پذیرشی تأیید نشده باشد, سازمان ملل چه خواهد کرد؟

نماینده ویژه دبیرکل : این سؤال خیلی فرضی است. آنچه ما در حال انجام آن هستیم یافتن گامهای عملی برای جلو رفتن پروسهای است که به آنها امکان استقرار بدهد. اگر دولت عراق موافقت کند, من حاضرم این مسئله را بدست گرفته و با همه طرفهای ذیعلاقه هماهنگی کنم. من تلاش خواهم کرد که با انرژی گذاری, دینامیزم و با سرعت اینکار را انجام بدهم. بعد ما خواهیم دید که در چه نقطهای هستیم و بعد من سؤال شما را چند ماه دیگر پاسخ خواهم داد.

سئوال ۲: شما در مورد آمادگی سازمان ملل و یونامی برای کمک به دولت عراق صحبت کردید و گفتید اگر دولت عراق از ما اینرا بخواهد. من از شما میپرسم, آیا دولت عراق تا بحال از شما درخواست کمک کرده است؟

نماینده ویژه دبیرکل: ما در مورد اینکه بعد از عید قربان در یک گروه کاری با هم بنشینیم صحبت کرده ایم تا به موضوعاتی که نیاز به روشن شدن دارند بپردازیم. برنامه این هفته را آماده خواهیم کرد و بعد از تعطیلات فورا با هم خواهیم نشست. همه در یک راه حل صلح آمیز و سریع منافع دارند و من فکر میکنم که همه نیت خوبی دارند.

سئوال ۳: آیا راه حل مشروط به این است که مجاهدین افراد هستند یا یک گروه؟

نماینده ویژه دبیرکل: ما ۳۳۰۰ ساکن کمپ اشرف را ۳۳۰۰پرونده جداگانه حقوق بشری میدانیم. ما بیشتر از این چیزی نمیگوییم. ۳۳۰۰ مرد و زن و چند کودک هستند که حق دارند بر اساس استاندارهای حقوق بشری بین المللی با آنها برخورد شود.

ما آموزش دیده ایم که دیپلماسی آرام را اعمال کنیم, برای رسیدن به برخی چیزها بصورت موثرتر نباید زیاد صحبت کرد, به ما حقوق میدهند تا این نوع دیپلماسی آرام را پیش ببریم و به یک راه حل صلح آمیز برسیم. بسیار متشکرم.

Questions and Answers for the SRSG

Question ۱: A question from Radio Free Europe - Prague. Based on International law Iraq is committed to the non-handing over of the members of Camp Ashraf to any state that may be at risk. Their lives may be at risk. So, until now, there is no acceptance or invitation by any State to receive them. What will the UN do if we reach the end of the year and the deadline for their exit and such acceptance by other States is not approved.

SRSG Kobler: This is a very hypothetical question. What we are doing now is to find practical steps to go ahead with a process which will allow their resettlement. If the Government of Iraq agrees, I am willing to take it in to my hands and coordinate with all the stakeholders. I will try to do it with energy, with dynamism and speed. And then we see where we stand and then I will answer your question in a few months from now.

Question ۲: You discuss about the readiness of the United Nations and UNAMI to help our Government and you said if Iraqi Government asks us to do this. I am asking you, has the Iraqi Government asked you to help up until now?

SRSG Kobler: We have been discussing the question of sitting together after Eid in a working group to go over questions which have to be clarified. (We will) prepare the agenda this week and then we will sit together immediately after the holidays. Everybody has the interest in a peaceful and a fast solution of this and I think there is goodwill on all sides.

Question ۳: Is the solution contingent upon the MEK being individuals or as a group?

SRSG Kobler: We consider the ۳,۳۰۰ inhabitants of Camp Ashraf as ۳,۳۰۰ individual humanitarian cases. We do not say anything else beyond this. These are ۳,۳۰۰ men, women and a few children who have the right to be treated according to international humanitarian standards and this relates to the individual. Second answer, we are trained to exert quiet diplomacy and some things you can reach in a more effective way if you do not do too much talking and we are paid to do also this kind of quiet diplomacy to bring a peaceful solution ahead.
